cloak should not be absolute but should be randomly uncovered with a formula that takes into account the TD of the cloaker and the xp (if we even do xp) of the potential witness.
Allow for port destruction as well. if there is more than one base on that planet a function will be needed to aquire unanimous consent amoung base owners to remove the good.

skill based experience:

all potential merchants will be defined by a set of skill stats. initially these skill stats will all be 0 unless there are racial bonuses but at the moment I am thinking about racial bonuses increased the stat's bonus by x% rather than changing the stat itself.

the only way to increase a skill stat is to use that skill.

skills are (this is not set in stone yet):

Pilot: This skill is increased by piloting your ship.

Merchant: This skill is increased by buying and selling goods, and by completing upgrades.

Warrior: This skill is increased by engaging in combat. every successful hit is a score as well as every successfull kill. there may be a small penalty in this stat only for death.

Scientist: This skill is increased by researching stuff.

Machinist: This skill is increased by manufacturing forces.

Builder: This skill is increase by building bases.

Stealth: This skill is increased by operating a cloaked vessle.

Sensors: This skill is increased by operating vessle sensors systems, With bonuses for detecting cloaked ships.

Racial bonuses and Racial penalties.

At the moment I will use ME names for races and we might change the meaning of the races slightly as well over time.

Paragon: bonus Scientist Sensors Penalty Warrior Builder

Zycklirg: bonus Builder Stealth Penalty Warrior Scientist

Xollian: bonus Warrior Stealth Penalty Merchant Scientist

Vinoan: bonus Merchant Sensors Penalty Warrior Machinist

Mawlor: bonus Warrior Machinist Penalty Scientist Stealth
